To demonstrate this effect, I am going to use this image:
Using the menu along the top, go to, Effects >> Texture Effects >> Blinds

An box like the above should open. Set everything like I have. Your image should now look like this:

If you want to create lines both ways, just go through all the steps again, but untick the box where it says 'Horizontal'. It will then look like this:
