To demonstrate this effect, I am going to use this image:

Open up the image and using the menu along the top, go to, Colors >> Adjust >> Brightness / Contrast

A box like the above should open. Set everything like I have. (if you are not happy, increase or decrease the numbers to alter the effect of the image until you are happy)

Your image should now have an effect like this:
