Colourizing Images
First of all, open up your image in paint shop pro. I shall be using this one of Will Young:
Now, go to Color > Colourize along the top menu. This should come up:
Fiddle around with the Hue & Saturation numbers until the colour changes to what you want. To get Blue, change it to Hue: 140 & Saturation: 190
