To demonstrate this effect, I am going to use this image:
Using the menu along the top, go to, Effects >> Texture effects >> Weave
A box like the above should open. Set everything like I have. (change the gap colour to whatever you like by clicking on the coloured box)
Your image should now have an effect like this:
